Our latest research explores American attitudes about the debt ceiling now that House Republicans have passed the Limit, Save, Grow Act of 2023.

Our research reveals: 

  • Americans support federal spending cuts and want President Biden to negotiate and find a compromise with Speaker McCarthy. This is a rejection of the Biden hardline position for a so-called “clean” debt ceiling increase.
  • Voters also disagree with Biden’s rhetorical framework of a so-called “clean” debt ceiling increase without spending cuts.
  • The Democrats’ insistence on no spending cuts in a debt ceiling bill is a liability in the 2024 Congressional elections.

BOTTOM LINE – Americans want government to cut spending and they want Republicans and Democrats to compromise to get things done. Biden and the Democrats find themselves on the wrong side of public opinion on both issues.
