Most Voters Support Prohibiting Tax Dollars from Paying for Gender Reassignment Surgery

Coverage Requirement Opposed

  • 65% of voters disagree that taxpayer-funded health care programs should be required to pay for gender reassignment surgery, including 84% of Republicans, 40% of Democrats, and 72% of swing voters.
  • 77% of New Majority voters disagree, including 72% of those who are undecided in the upcoming congressional elections and 53% of those planning to vote for a Democrat.
  • 46% of Left Minority voters, however, agree with the requirement, while 36% disagree.

Not Discrimination

  • 58% of Americans disagree that it is discrimination for taxpayer-funded health care programs to refuse to pay for gender reassignment surgery, including 74% of Republicans, 39% of Democrats, and 61% of swing voters.
  • Gen Z voters are the most likely to believe it is discrimination, with 48% agreeing and 39% disagreeing. Majorities of all other age groups disagree.
  • 67% of New Majority voters disagree, including 58% of those who are undecided in the congressional elections and 45% (a plurality) of those who are planning to vote for a Democrat.
  • 48% of Left Minority voters consider it discrimination for taxpayer-funded health care programs to refuse to pay for gender reassignment surgery. 36% disagree.

Prohibiting Tax Dollars from Paying for Gender Reassignment Surgeries  

  • 59% of Americans support a law prohibiting taxpayer dollars from being used to pay for gender reassignment surgery, including 77% of Republicans, 41% of Democrats, and 60% of swing voters.
  • Gen Z voters are the only demographic group more opposed to such a law, with 41% in support and 46% opposed.
  • 69% of New Majority voters support such a law, including 56% of those who are undecided in the congressional elections and 50% of those planning to vote for a Democrat.
  • 51% of Left Minority voters oppose such a law.

Voting Implications

  • In a hypothetical matchup, 56% of Americans would vote for a Republican candidate who supports a law prohibiting taxpayer dollars from being used to pay for gender reassignment surgery while 31% would vote for a Democrat candidate who supports requiring coverage.
  • This is a gain of 11 points for the Republican and loss of 12 points for the Democrat compared to the generic ballot.
  • The Republican candidate’s largest gains come from black, Hispanic and millennial voters.
  • 74% of New Majority voters are more likely to vote Republican on this issue, an increase of 9 points compared to the generic ballot.
